add version checking to mediawiki filter

Default behavior of mediawiki filter should be to store the document version number each time we post to mediawiki API, and to check subsequently the version number of the document before updating.
We want to not overwrite changes made by a user manually editing the page.
Initially make it easy to pull down a diff and manually update. Later work on figuring out how to automate the diff and apply changes to our source document.
Can choose to override this protection when we wish to force our version to be the published version. Or can add a flag to the config file when we have applied changes and are happy for our version to be published.
